Who does the European Accessibility Act apply to?

Since 28 June 2025 the EAA applies to many consumer-facing products and services — including e-commerce, banking, telecoms, e-books and e-readers, passenger transport, and certain devices. Purely B2B offerings are generally out of scope.

Is there an exemption for small businesses?

Yes, but only for services: microenterprises providing services — fewer than 10 persons and annual turnover or balance sheet total not exceeding €2M — are exempt from the EAA's service obligations. The size exemption does not apply to products.
